Meeting summary for Hawthorne II June Meeting (06/11/2025) 6:30-8 PM

Attendees: Jeff Biggs, Mark Clauss, Don Read, Cherilyn Sytar, Toni Wudtke

Top concerns continue to be on lake area security and safety and how to plan and improve the area:

Lake area security issues continue to be a concern of HOA board members and HOA residents living around the lake. We continue to see loitering, after dusk fishing, non-resident trespassing and litter: pizza boxes, fishing lines, water bottles and other unmentionable articles were found in a dark area behind multiple houses on the Northwest end. 

Agreed to hold off cycle meeting in 2 weeks. All were assigned tasks to gather info.  May need new signs, lights added to signs and/or pathways, cameras, security guards, lake membership passes, communication, homeowner patrols and other deterrence methods.

Need to ensure we all know what our private property boundaries are.

Need to determine a balance between security, privacy and costs relative to other improvement needs within the subdivision.

We considered ending the reciprocal relationship with Hawthorne Hills if we are unable cannot control access issues effectively. The group did discuss that a bigger issue may be individuals that reside outside of any of the Hawthorne subdivisions.

Lake Fishing Regulations and Security explore DNR and fishing license rules

Lake Access Management System(security & control) explore a card system that you carry with you in order to prove residence and permission to use our private lake. Could require a bylaw or covenant change to enforce.

Other potential deterrents: Signage, improved lighting, security guards, video surveillance, sprinkler systems, access controls, communication, revisiting nonresidents permissions, reciprocal Hawthorne Hills agreement, etc.

Monument Light & Landscaping Light Replacement Plan: Mark shared costs and options. Need to select, order and install. Jeff is working on low voltage lights for entrances and landscape areas. 

Irrigation and Operations Manual Updates: Irrigation is having issues; mid-season check is July. Pump is struggling – pump, motor and controller. Updates for irrigation given to Cherilyn for operations manual

Resident concerns: trash receptables, dog barking, speeding, etc. discussed. We want a top-notch neighborhood; we just don’t have the capacity to get involved in every dispute. Encourage neighbors to talk to each other on dog barking & other issues. We did follow up on covenant violations with letters – trash containers, RV’s, upkeep of property, etc. appear to be compliant now. Traffic test results shared further discussion July 9th.

Budget Review, Goose Control, Secured Access to Controller boxes & Other:

Mark presented financial reports showing they had approximately $80,000 remaining from last year's budget, with $10,000 allocated for special projects. 

Cherilyn reported that she and Greg now have a goosinator unit in proximity for easier access. Two charges and batteries. Plan is working well. 

A lake depth chart was completed by Bud and Dan, with plans to retain it for Fall dam inspection results, & Cherilyn has shared it with the lake maintenance vendor. 

Mark reported that covenant recordings are complete with the county. Will be updated on website soon. 

Observed unauthorized access to the irrigation controller box and electrical boxes. Keys removed new locks installed. Communicated to vendors. 

Next steps

  • Off cycle meeting on June 25th at 6:30 PM to discuss security & lake access plans to develop a comprehensive plan with associated costs including communication & enforcement
  • Review & provide feedback on Mark's light fixture options for monument lighting replacement
  • Schedule a walk-around in July/August to assess landscaping needs and develop plan for fall planting
  • Continuing work on the operation manual 
  • Finalize irrigation issues/fixes, follow up on traffic test study.
  • Follow up on low voltage lighting, lake passes, new signs

  • Remember to place your garbage and recycle bins inside your garage or behind a screened enclosure. These containers should not be visible from the street or your neighbor’s yard.
  • Maintain your yard appropriately. The board has received multiple comments about poorly maintained yards including thistles, dandelions, and trees/shrubbery encroaching public sidewalks.
  • Keep dogs from running loose outside of your property.
  • Outdoor equipment should be screened from your neighbor.
  • Fences, gazebos, and additions need board approval prior to construction.
  • No above ground swimming pools, outbuildings, clotheslines or poles permitted.
  • Campers, boats, RV and similar vehicles cannot be stored on your property except within enclosed garages.
