Hawthorne II Homeowners’ Association Meeting Minutes for May
Meet at Cherilyn’s House (6:30) 118 Hawthorne Lake Drive
Action Items
Startup work : finished
As of 5/15 – Irrigation was turned on today at Acres/Worthington.
Maintenance:
Checked property for maintenance needs (4 stumps, fountains, waterfalls, broken lights, etc.)
West fountain had issues, is not running properly now. Went out around 5/5 waiting on fix.
Could be bad o-ring again. Follow up scheduled for this week.
Entry to each section - monument lights will be a combined cost to purchase plus cost to install. Also need to adjust sensor at Baywood entrance as those lights stay on 24/7. Mark & Jeff researched and have data on suitable lights. Will follow up between now and 6/11.
Low voltage landscaping lights working on a plan-assess, purchase, install them. It ise a simple fix of replacing the lights with 8-10 new ones, burying the wires, etc. Might be able to do this as a HOA member and additional person. Timeframe: TBD
Dead stumps, missing plants, tree replacement – Timeframe: June 11th walk around, assign plan creation to board members, research & solicit details and installation.
Covenant reminders & plan:
Drive by of homes – 18 homes with visible trash containers, 2 with RVs in drive - both of these are hooked up. Each of these covenant items are clearly called out on our website.
Don plans to hand deliver notes on both situations.
Don has multiple memos he will provide to Cherilyn for the operations manual for any violations.
Issues:
Geese deterrent set up (only one nest this year). One family of goslings. Cherilyn has it under control. HOA member Greg Powell has goosinator for a couple of months. Board approved reimbursement to him for the replacement parts he recently ordered to keep in good running order.
vandalism of lights) we worked with BPD and our city council rep to identify proper wording for new signs. These signs were for awareness and observance of our lake policy.
- Due to increased activity, board had a healthy discussion, and we have taken the following actions:
- Notice has been placed on the HOA2 Facebook and Nextdoor apps.
- BPD has been called out once and will continue to be notified when the policy is ignored.
We have also contacted our City Council Rep. We hope awareness can be spread that way.
Next Steps: approach the individuals, gather names, verify residency(only residents are allowed to fish during the day & no one including residents are allowed after dark fishing), if it turns out to be minors, we will notify their parents. If not; we will call BPD until activity stops.
Lake Depth: Bud Thoma has offered to measure lake(he has done this yearly). Data is collected for health of the lake. Will continue process for now. If data not needed in future, can discontinue but it is provided to HOA Board and vendor who maintains the lake. We have a volunteer HOA member assisting Bud.
Operations
Annual Dues collection – complete. Great job Mark!
Covenant Update for Renting Provisions
- Voting and Lawyer review complete. Need signatures and recording. Then Final.

Operations Manual updates – ongoing
Notes on irrigation will be complied and provided to add to manual.
Example memos for covenant violations will be provided to add to manual.
Resident request for home additions/improvements:
Fence request on 9 Raspberry – approved, meets covenant requirements. Don notifying residents.
Irrigation:
Programs A, B, C – tested operation. New notes and pics taken and will update and place in boxes accordingly. A controls the lake, B the berms, C the Woodbine waterfall
Woodbine Waterfall operational/hours are 7 AM-11 PM. Program C / Zone 7, runs every 2 days to fill reservoir.
New sump pump ordered for Landscape area waterfall. Old pump burned out/ triggering GFI. Is installed and operational – looks good it is positioned deeper into the lake. Main system activated on April 14 and Worthington Court- Acres was 5/15
Traffic Calming/Speeding Issues:
Bloomington City Engineer approved our traffic test request & set up multiple checkpoints (4-5 of them.) Will collect devices/data on Friday 5/23. Data assimilated and provided back to Toni/HOA Board. Engineer visited with a few residents during his visit and those he talked with were concerned about calming devices.
Most problems appear to stem from Woodbine/Stephanie; Stephanie/Longwood; Armstrong/Longwood/Stephanie. This is antidotal & collected data will confirm or not confirm.
Existing qualifications for calming device are available on their website.(need a lot of vehicles per day, a high percentage of speeding vehicles in those #’s, etc. Even then we need community support to install any calming devices.
Prelim suggestions: multiple speed limit signs on existing light poles, reduction of speed sign on 90 degree Stephanie/Woodbine turn.
Community awareness: Board suggested potential for a quarterly newsletter to residents. Will review at June meeting. We have website, FB page, and Nextdoor app; plus can do texting or emailing if urgent – but realize many modes of communication may hit all residents.

Financial status - monthly update, everyone reviewed.
Review capital improvement suggestion for 2025 – next steps
Projections and timing for significant costs:
- Dam Inspection in the Fall – Don on point
- Monument lights & landscape lights – Jeff, with potential help from Mark and/or Toni.
Next meeting is on June 11th (walk around for HOA inspection/maintenance/updates)
