Hawthorne II HOA Annual Meeting Agenda November 9, 2022

Location: Parke Hotel, 1401 Leslie Dr + Zoom online meeting
Attendees: 20 households were represented reaching the needed quorum (sign-in list attached) Welcome & thanks to everyone attending our in-person and online annual meeting

Board introductions / Member Introductions

Significant accomplishments made throughout 2022 (detailed amounts in the finance report):

  • Updated the Commons entrance

  • Replaced landscaping on the west end of the lake and added new low voltage lighting

  • Purchased the Goosinator to help control the geese population around lake with great success

  • Upgraded/powder coated our signage/railings around the lake

  • Decorated all entrances

  • Maintained the fountains and lights

  • Refreshed our H2 website including new security protocols, compliments of Dave Williams volunteering his time to make the changes as our website administrator

  • Inlet repairs (coming yet this fall)

  • Landscaping (maintenance, removed dead trees, etc.)

Board proposed Capital Improvements options for 2023:
  • Upgrade/Refresh landscaping around the lake and entrances, including seasonal decorations

  • Security/license-plate reading camera options for our subdivision(s) suggested by Bloomington

  • Police

    • We have 5 total entrance points to monitor
    • Flock Safety for Neighborhoods(Overview)
    • Flock Safety-How We Stop Crime and Protect Privacy (WATCHVIDEO)
    • Camera options have an annual cost similar to the initial installation that would add $50-$83 per household per year
    • Discussion resulted in not seeming like a need at this time to justify the cost

  • Paint light posts around the lake

  • Other suggestions?  Discussion around the pros & cons of having an HOA work day

HOA Operations
  • Managed HO requests (fencing, pools, additions, complaints (dogs, unkept properties)

  • Beginning to build an Operations Manual for the H2 HOA Board to enable better continuity and more consistent communications with vendors

  • Assist Homeowners on the best ways to report bad behaviors of fellow neighbors

    • A resident of a neighboring subdivision has casued a variety of problems throughout the years
    • This summer he frequently walked his dogs not on leashes and became belligerent when Hawthorne II residents would tell him to use leashes. 
    • He also frequently left the common area around the lake and trespassed onresidents personal property. 
    • The Bloomington Police were contacted. Future incidents should continue to be reported with photo/video evidence if possible. 
    • Discussion explored whether other options exist or should be pursued. The board will continue to monitor the situation, but no new specific actions will be taken. 

Annual Treasurer's Report:

  • Recap of annual dues, operating expenses, and capital improvements.

  • Cash flow analysis with current checking & savings balances

  • Estimate of remaining expenses

     

Election
  • Two board members are up for re-election (Don Sutton and Mark Clauss)

  • Don and Mark were unanimously approved for another two-year term

KEEP Hawthorne II LOOKING IT'S BEST: DO YOUR PART TO HELP!

  • Remember to place your garbage and recycle bins inside your garage or behind a screened enclosure. These containers should not be visible from the street or your neighbor’s yard.
  • Maintain your yard appropriately. The board has received multiple comments about poorly maintained yards including thistles, dandelions, and trees/shrubbery encroaching public sidewalks.
  • Keep dogs from running loose outside of your property.
  • Outdoor equipment should be screened from your neighbor.
  • Fences, gazebos, and additions need board approval prior to construction.
  • No above ground swimming pools, outbuildings, clotheslines or poles permitted.
  • Campers, boats, RV and similar vehicles cannot be stored on your property except within enclosed garages.
